This was a big trend in the 80s and 90s in San Francisco. . .downtown business attire coupled with running / walking shoes and socks, either for exercise during lunch (as this woman was doing. . .she could be on dance with the celebs or something, too, with her whole body engagement as she walked) or getting up and down hilly streets from transportation to the work door.
